Authorized betting operators were already required to offer bettors self-exclusion mechanisms for their respective websites and apps. Now, the federal government’s system allows citizens to voluntarily request, all at once, the blocking of access to all the betting accounts they hold, as well as making their CPF unavailable for new registrations and for receiving targeted advertising from betting companies.
The option to request self-exclusion through the betting companies’ websites remains available. In addition, the tool provides information about healthcare facilities within Brazil’s Unified Health System (SUS) where individuals can seek help for mental health care.
Centralized self-exclusion is scientifically recognized as an essential strategy to reduce mental health harm related to gambling.
Step by step
The Centralized Self-Exclusion Platform must be accessed through a gov.br account, at the silver or gold level. In the system, the user must indicate the period for which they wish to be self-excluded—from one to twelve months. Once the period is selected, the choice cannot be reversed during the indicated timeframe. There is also an option to self-exclude from gambling indefinitely (with no set end date). Only in this case does the user have up to one month to revoke the decision.
The second question on the platform asks for the reasons for requesting self-exclusion: voluntary decision, financial difficulties, recommendation from a health professional, loss of control over gambling (mental health), or prevention of misuse of their data on betting platforms. It is also possible to choose not to provide a reason.
Next, the user must accept the terms of use and verify their personal information. Afterwards, they receive a confirmation record of the self-exclusion, similar to a document, containing all the information provided.
According to the Secretary of Prizes and Betting, Regis Dudena, SPA-authorized operators automatically receive the self-exclusion notice and have up to 72 hours to block the user’s access to their websites and applications.

Any citizen seeking information on the topic or wanting to take the Mental Health Self-Test will be able to access the system and learn about the specificities and risks of this sector, in addition to being directed to Ministry of Health links.”
Rules
Normative Instruction 31 defines the technical procedures for integration with the Betting Management System (Sigap) and granted a 30-day deadline for betting companies to implement user verification mechanisms in the centralized self-exclusion database, blocking access and refunding bettors any funds they may have in their accounts.
In addition to this 30-day implementation period, which ends this Wednesday (12/10), there is a 90-day adaptation period for companies to make the necessary technical adjustments to enforce prudential self-limits.
Additionally, Ordinance No. 2,579 also requires betting operators to implement mandatory prudential self-limits on time spent and amounts wagered at the moment bettors register on their websites.
