Denise Nóbrega, Director of Sports Betting Integrity, stated that this step reflects the ministry’s coordinated and strategic work on the global integrity agenda. “Brazil has been preparing consistently to strengthen its sports integrity policies,” she said.
For the director, progressing to this stage shows that the country is aligned with international best practices and committed to taking firm action against match manipulation. “It is a historic opportunity to raise the standard of protection for Brazilian sport,” she added.
During the meeting, the Convention’s technical body issued a favorable assessment of Brazil’s formal request to join the international treaty. This positive stance marks a key milestone but does not yet constitute final acceptance. The next stage will be the political assessment, expected to be reviewed at the Council of Europe’s meeting of Ministers in the first quarter of 2026.
National platform to combat match-fixing
The favorable opinion highlighted the progress of Brazil’s regulatory framework for sports betting and praised the country’s commitment to sports integrity. Among its recommendations, the technical group emphasized the importance of creating a national platform to combat match-fixing, which is one of the Ministry of Sport’s priorities.
If the political assessment is also favorable, the Brazilian government will be formally notified and must confirm its accession, which will subsequently proceed to ratification by the National Congress.
Macolin Convention
The Macolin Convention establishes an international cooperation framework among public authorities, sports organizations, betting operators, and regulatory bodies aimed at preventing, detecting, and sanctioning sports match manipulation. For Brazil, accession represents alignment with global best practices and a key strengthening of the national sports integrity framework.
