Rio Grande do Sul launches lottery concession project and opens public consultation

The state of Rio Grande do Sul launched on Tuesday (16) the project to grant a concession for lottery services and opened a public consultation period on the matter. It includes fixed-odds betting, number-drawing lotteries, instant lotteries and traditional lotteries, as well as other modalities that may be authorized by federal legislation. The total estimated private investment amounts to BRL 52.6 million (USD 9.7m), with a concession term of twenty years.

Under the concession, lottery products may be sold through physical and digital channels, and it will be up to the concessionaire to define the strategy and location of points of sale, as well as the overall marketing strategy.

In parallel, the state government is preparing regulations that will require concessionaires of the public lottery service to design, implement and maintain a Responsible Gaming Plan.

The regulation will provide, among other measures, for the adoption of self-control tools for bettors and the publication of educational information and warnings about the risks of compulsive gambling, as well as a ban on betting by minors and vulnerable individuals.

The public consultation period to receive suggestions and comments will last 44 days. Publication of the tender notice with the final version of the project is scheduled for April 2026. As a result, the contract could be signed as early as next year, following the auction.

During the initial phase of the process, the state government reviewed six technical studies on the implementation of a lottery in Rio Grande do Sul, selecting the proposal submitted by the Shimata & Kikuchi GBSA consortium through the Evaluation Committee.
