Brazilian government launches self-exclusion tool for sports betting and iGaming sites

The Ministry of Finance announced this Wednesday (3) the launch of an online betting self-exclusion platform, a tool that will allow any citizen to voluntarily block their own access to betting sites and stop receiving advertising from the sector for a chosen period. The service will be available to the public starting December 10.

Currently, companies in the sector are already required to offer self-exclusion mechanisms, but according to the Secretary of Prizes and Betting, Regis Dudena, the measure is not sufficient. The new tool creates a single registry, linked to the gov.br login, which will be automatically validated for all operators authorized to operate in the country.

How will it work?

According to the Ministry, the solution is part of the Responsible Gaming package established by the betting regulation, which came into effect in January 2025. Self-exclusion will be completed in a few steps:

* access using a silver or gold-level gov.br login;

* choice of the blocking period (one, three, six, or 12 months, or indefinitely);

* selection of the reason;

* electronic confirmation.

During the selected period, the citizen will not be able to open accounts, deposit funds, place bets, or receive targeted advertising from licensed operators. The measure also complements an already developed tool that blocks beneficiaries of Bolsa Família and BPC from betting, as determined by the Federal Supreme Court (STF).

Agreement with the Ministry of Health

The announcement of the tool takes place within the context of a technical cooperation agreement signed between the Ministry of Finance and the Ministry of Health, lasting five years. The aim is to integrate policies to prevent gambling-related disorders, strengthen care within the public health network, and share data to monitor vulnerable groups.

The self-exclusion platform is one of the pillars of this integrated plan, which also includes:

* creation of the Brazil Observatory on Health and Electronic Betting;

* provision of tele-assistance for people with gambling problems, in partnership with Hospital Sírio-Libanês (starting in 2026);

* training of teams within the Psychosocial Care Network (RAPS);

* launch of a mental-health self-assessment tool, available through channels such as WhatsApp, OuvSUS (136), and the Meu SUS Digital app.

Data presented by the government show that care for gambling disorders within SUS has increased: there were 2,262 cases in 2023, 3,490 in 2024, and 1,951 in just the first half of 2025.

Regulation underway

Regis Dudena, Secretary of Prizes and Betting, noted that the government had already completed nine ordinances by July 2024 that structure the sector’s regulation, with rules for payment methods, anti-money laundering measures, advertising limits, company licensing, and oversight.

Measures already in force include:

* prohibition of the use of credit cards for betting;

* mandatory registration with CPF and facial recognition;

* requirement for authorized companies to use the .bet.br domain;

* monitoring of advertising campaigns, in partnership with Conar;

* joint actions with Anatel to take down illegal sites.

The Ministry also reported that it maintains 13 cooperation agreements with public and private entities, including Febraban, Anatel, sports integrity organizations, and the financial sector, to strengthen oversight and consumer protection.
