Government wants revenue from ‘Bets’ to fund "University of Sport" in Brazil

Authored by the Brazilian government, the bill creating the Federal University of Sport authorizes part of the institution's revenue to come from the collection of the so-called ‘Bets’ and virtual wagers, transferred by the Ministry of Sport. The funding will also include budgetary funds, agreements, and revenue from services rendered.

According to the bill sent to Congress, the university is presented as part of the legacy of the 2027 Women's World Cup, which will be held in Brazil.

The proposal highlights that women's football "is predominantly amateur," with "only 19.2% of athletes" having a professional contract and "1.2% have a training contract."

The text also points out that “45% of people working in women's football are men” and records reports of discrimination, stating that “41% of black people and 31% of indigenous people” say they have been victims of racism in their roles.

“Although 57% of elite Brazilian football players are black or mixed-race, there were no black coaches leading a club in the Brazilian Championship's Serie A and only 17% of assistant coaches in 2023.”

The university's inauguration is planned for 2027, headquartered in Brasília, initially offering five undergraduate and five postgraduate specialization courses. The plan is to expand to eleven undergraduate programs within four years, with a maximum capacity of 3,000 students.

According to the government, there will be no immediate increase in personnel expenses, and implementation will depend on specific allocation in the General Budget of the Union.
