"The proposal is justified by the sudden change in the profile of bettors, which is now mostly made up of young people, who have the possibility of placing bets with just one click, without any barrier to impulsive behavior," the senator emphasizes.
The bill has a favorable report from Senator Carlos Portinho, who presented an amendment establishing several limits on lottery advertising.
These include restrictions on times on television and radio; the prohibition of advertising through printed or electronic media, including the Internet; and the prohibition of the participation of athletes, artists, influencers, authorities and other well-known individuals who may influence the public or encourage betting.
"The rampant advertising in this sector leads the audience to believe that, with a stroke of luck, they will achieve financial independence. Reality has shown the even more pronounced impoverishment of the most economically vulnerable segments of the population," he warns in the report.
After being assessed by the CEsp, the proposal will be forwarded to the Communication and Digital Law Commission (CCDD), which will have the final say on it.
Before the vote on the project, there will be an election to choose the vice-president of the CEsp for the 2025-2026 biennium. Senator Chico Rodrigues is expected to hold the position.
