Illegal 'Bets' already generate US$12m in Brazil during 2025 despite blockages

In the first 60 days of 2025, more than 6 million visits to illegal betting sites, supposedly blocked by the government, were recorded in Brazil. Despite representing less than 1% of the total 2 billion visits to the legal market in the period, these platforms may have moved around R$70 million (US$12m), according to estimates by Aposta Legal.

The amount is three times higher than the national box office of ‘Ainda Estou Aqui’, the winner of the Oscar for Best International Film that grossed around R$117 million (US$20.15m) in the country.

The estimate of illegal betting activity was based on projections from the regulated market. With an expected financial activity of R$240 billion (US$41.3m) for the legal betting sector in 2025 and the 1.7 billion accesses recorded in January, a relationship was established between traffic and financial activity.

Based on the 30 million accesses to the blocked platforms, the same proportion was applied to estimate the monetary volume generated by these illegal sites.

Ministry of Finance says it has blocked 10 thousand illegal sites

The numbers of accesses to illegal bets expose the complexity of monitoring a digital market in constant change.

From 2024 to February 2025, the Secretariat of Prizes and Betting (SPA), linked to the Ministry of Finance, ordered the blocking of more than 10 thousand domains considered irregular.

However, a recent survey conducted by UOL reveals that at least 80% of them remain active – whether maintaining original content, redirecting users or resurfacing under new addresses.

The champions of illegal access

Among the blocked bets with the most accesses are Bingo em Casa (3.2 million) and BC.Game (1.4 million). The list includes traditional bets, such as Bodog.com (202 thousand accesses), as well as houses specialized in online casinos, such as PlatinCasino (3.3 thousand).

Among the surprises is the presence of international brands, such as the Irish Paddypower.com (161 thousand) and the British 888sport.com (30 thousand), which continue to attract Brazilians even after the restrictions.

For authorities and operators, the loss goes beyond tax evasion. Every real moved in the illegal market is a risk to the consumer, who is left without legal guarantees.
