The text, by Senator Fernando Dueire (MDB-PE), amends the law regarding the allocation of lottery revenues (Law 13.756 of 2018), establishing that the operator of the lottery – the Caixa Econômica Federal – will determine the date of the draw whose revenue will be allocated to Funcap.
The original version provided for an indefinite allocation of funds, but the rapporteur, Senator Fernando Farias (MDB-AL), amended it to a four-year period. In his view, the project is commendable for increasing the resources available for projects and actions that help cities in Brazil adapt to climate change, but this is not a stable source of funding.
"We set the four-year period for allocating a lottery draw so that priority actions can be taken, and the government has enough time to establish sustainable sources of funding for Funcap," he explained.
In his justification for the proposal, Fernando Dueire reminded that Funcap is a government instrument to carry out preventive actions in high-risk areas and to assist regions affected by disasters – one example being the floods in Rio Grande do Sul in 2024. According to him, although the government has been working to minimize the disastrous consequences of intense climate events, the lack of financial resources is a limiting factor for these actions.
"The government has been making efforts on various fronts, with the establishment of public policies aimed at transforming social and economic aspects. In addition to the challenge of the transformation itself, the state faces the limits of the financial resources available, so initiatives that minimize the budgetary impact should be encouraged," he argues.
