According to the proposal, the State Department of Finance (Sefaz) will be responsible for organizing and coordinating the services.
The eventual implementation will allow the strengthening of public policies. The resources raised from bets should be applied to areas such as public safety, affordable housing, science and technology, social security and the maintenance of the lottery services themselves, according to the text of the bill forwarded to the Legislative Assembly.
The proposal should be processed urgently in the House. The Executive expects the bill to be approved this year.
To manage the resources of the lottery system, the bill proposes the creation of the State Lottery Fund of RN, which will be linked to the Sefaz. The fund's main revenue will come from the proceeds from the sale of tickets and bets, whether sold directly by the State or through concessions.
The proposal by the State Executive is based on decisions by the Federal Supreme Court (STF), which in 2020 recognized that the Union does not have exclusive rights to operate lottery services. As a result, states and the Federal District are authorized to regulate and operate such activities within their territories.
With the bill sent to the ALRN, the state government repeals Law 8,118/2002, which established the former Lottery of the State of RN. The justification is that the legislation is outdated compared to the most recent federal regulations.
Operation of the lottery
If the text is approved, the State Lottery Fund will be managed by the Treasury, which will also be responsible for issuing supplementary normative acts and conducting the regulation of the service.
According to the bill, the state lottery must operate contests for numerical predictions, specific predictions, sports predictions, as is already the case in the games operated by the Federal Lottery, in addition to the instant lottery (by physical or virtual means), such as scratch cards.
The proposal also provides for the opening of a special credit in the amount of R$3 million (US$ 510k) for the installation of the State Lottery. In addition, it provides for the adoption of systems aimed at the integrity of the lottery market, focusing on the security of physical and digital tickets, combating fraud and promoting responsible gaming.
The games must follow lottery plans approved by act of the executive secretary of the State Revenue. The amounts of prizes not claimed within 90 days after the draws will be reverted to the State Lottery Fund.
