The survey aims to support the deliberation of Bill 2,234/2022, approved by the Chamber of Deputies in March 2022 and currently under analysis in the Senate. The bill deals with the authorization and regulation of activities such as casinos, bingo halls, jogo do bicho and integrated resorts, topics that have been awaiting a legal definition in Brazil for decades. Senator Irajá Abreu is the rapporteur of the matter.
Between February 21 and March 1, 2025, DataSenado interviewed 5,039 Brazilian citizens aged 16 or over. The interviews were conducted by telephone, with nationwide coverage and proportional distribution across all states of the Federation. The sampling was random and stratified, ensuring representativeness and statistical reliability.
The questionnaire applied was previously reviewed and approved by the Institute's technical team and the interviews underwent an audit, with verification of aspects such as clarity in reading the questions, correct marking of answers and neutrality in the application process.
For Senator Irajá, the study provides a concrete basis for the debate: “The regulation of gaming is a strategic issue, with great potential for economic transformation, especially in the tourism sector.”
“We requested this survey from DataSenado precisely to have an accurate portrayal of Brazilians' opinions and, with this, to support the actions of the National Congress with responsibility and transparency.”
