Brazilian municipal lotteries show their strength with the launch of the sector's first congress

The 1st National Congress of Municipal Lotteries will take place on May 5 and 6, in Rio de Janeiro. The unprecedented meeting promises to open space for discussions about the future of the gaming industry in Brazil. The event, which has institutional support from the Tourism Company of the State of Rio de Janeiro (Turisrio), will be held in person at the Prodigy Hotel and has free registration, available until this Wednesday (30).

Organized by the National Association of Municipal and State Lotteries (Analome), in partnership with the Jogo Positivo Association, the congress will bring together experts with the aim of creating an environment for exchanging knowledge and experiences on the implementation and regulation of lotteries at the local level. Attorney João Motta, partner at Vanderler Jr., Motta & Bonfim Advogados and one of the speakers, highlighted how the event can strengthen the role of federative entities in the sector.

"The importance of an event of such magnitude to discuss such a current and necessary topic as the issue of lotteries, especially the issue of lotteries at the municipal level, is that it comes at a good time to reinforce the capacity of all federative entities to operate their lottery products and their respective lotteries," he stated.

The opening of the event will take place on the 5th, at 2:00 p.m. Before that, at 1:00 p.m., a coffee break will be served. Throughout the afternoon, three central themes will be addressed in different panels.

At 3:00 p.m., the debate will be on “Lotteries and their social function in the Brazilian economy,” highlighting how this activity can contribute to the generation of resources for investments in essential areas, such as health, education and social assistance.

Then, at 4:00 p.m., the focus will be on the autonomy of the federative entities, based on the Constitution, a fundamental topic for municipalities and states that wish to create their own lotteries.

Closing the first day, at 5:00 p.m., the concept of Responsible Gaming and the sustainability of the gaming and lottery industry will be discussed, with an emphasis on consumer protection and strengthening the sector in an ethical and transparent manner.

Technical and legal panels

The program on the 6th begins at 10:00 a.m. with a discussion of Law 13,756/2018 and the more recent Law 14,790/2023, which established the legal basis for the emergence of a regulated betting and lottery market in Brazil. At 11:00 a.m., a panel will be presented explaining the differences between the lottery modalities currently in existence.

Starting at 2:00 p.m., there will be a panel on “How to create a municipal and state lottery?”. Next, at 3:00 p.m., it will be time to discuss payment methods and fraud prevention, a topic of great importance for the credibility and security of the sector.

The discussion will then focus on the allocation of resources and social control, reinforcing the importance of transparency in the management of funds raised by lotteries. The program will conclude at 5:00 p.m. with a panel on marketing and advertising in lotteries, with tips and strategies for effective and ethical communication.
