Founded by a group of experts, public managers and businesspeople in the sector, ANALOME was created with the purpose of providing legal, technical and political support to federative entities that wish to explore lottery activity as an instrument of local development.
Since its creation, the association has actively worked in coordination with regulatory bodies, in the production of technical content, in the institutional defense of its members and in the promotion of strategic events — such as the 1st National Congress of Municipal Lotteries — consolidating itself as the main entity in the sector in Brazil.
With a focus on transparency and social responsibility, ANALOME remains firm in its mission to strengthen the financial autonomy of municipalities and states through modern, safe public lotteries that are committed to the common good.

GMB – What is the recently created Lottery Association?
Hiago Piau - ANALOME (National Association of Municipal and State Lotteries) was created at the beginning of this year to reinforce the legality of municipal lotteries — a constitutional right of municipalities.
With federal regulations, questions arose about territoriality and state operations, leaving city halls insecure about the loss of revenue. This entire scenario creates uncertainty for lotteries, and the association was created to help, strengthen, and defend lottery rights. ANALOME exists to defend this right and bring clarity to the sector.
What was your main objective at BiS SiGMA Americas?
To promote ANALOME's work. To give visibility to the association's work. Despite being young, the association already has the support of several operators and lawyers.
Our booth is always full, and many congratulate us on the initiative. We will continue to move forward to ensure that municipal lotteries thrive.

Are there conflicts between state and municipal lotteries? How do you see this dispute?
Historically, there was resistance when states sought national action, but today there is dialogue: the Union called meetings with state representatives to discuss the issue.
However, some groups are now trying to unite forces against municipal lotteries, questioning modalities and territorial limits. This generates disputes between entities that should be aligned in favor of the regulated market.

Who are ANALOME's main supporters?
We have renowned lawyer Paulo Horn as our lead attorney, and Camilo Brito as the association's president, in addition to several partners in the Judiciary and the private sector.
How does the process of creating a municipal lottery law work?
Normally, the initiative comes from a councilor or the Executive Branch, goes through a vote in the City Council and, once approved, the law authorizes the municipality to operate. The operation is done through direct licensing or via a bidding process.
