The initiative stems from the enactment of Lottopar Ordinance No. 28/2025, the first state regulation in Brazil exclusively focused on the prevention of financial crimes in the lottery sector. The regulation establishes strict guidelines for operators, fully aligned with Federal Law No. 9,613/1998 and other national and international regulations on the subject.
During the workshop, conducted by Coaf representatives – the Director of Supervision, Rafael Bezerra Vasconcelos, and the General Coordinator of Oversight and Regulation, Flávia Maria Valente Carneiro – the main points of the ordinance were presented, along with real case studies, proper methods for reporting suspicious activities via the Siscoaf system, penalties for non-compliance, and the social importance of combating money laundering.
Participants also engaged in practical simulations of mandatory reports, learning when and how to file such information with Coaf.
The event was opened by the President of Lottopar, Daniel Romanowski, who thanked Coaf for its technical cooperation and emphasized the importance of the new regulatory framework: “Ordinance No. 28/2025 is more than a legal obligation; it represents a concrete commitment to the safety of the people of Paraná. This cooperation between Lottopar and Coaf is an example of effective public policy in tackling financial crimes,” he stated.
Lottopar’s Director of Operations, Fábio Veiga, highlighted the agency’s leadership role at the national level: “We are the first state lottery to establish formal and operational AML/CFT rules. This is a legacy we are leaving for Brazil—a model of governance, transparency, and responsibility that can be replicated by other states. It is essential that every employee and concessionaire understands their role in this protection ecosystem,” he said.
Another highlight of the initiative was that 100% of Lottopar’s staff have completed AML/CFT training courses offered by the National School of Public Administration (ENAP) and CIBELAE – the Ibero-American Corporation of State Lotteries and Betting, an international organization of which Lottopar is a member.
Authorized concessionaires considered the training essential for structuring their internal compliance policies, viewing the qualification as a decisive step toward the compliance and sustainability of their operations.
By promoting a culture of integrity, Lottopar continuously works to ensure a safe, ethical, and transparent lottery environment, placing Paraná at the forefront of responsible regulation in Brazil.
