One of them is the bill that restricts the times at which these advertisements can be broadcast (Bill 2,985/2023). The original text, by Senator Styvenson Valentim, prohibited any communication action that promoted the sports betting lottery.
Senator Carlos Portinho (PL-RJ), in his report, authorized broadcasting between 10 pm and 6 am, on radio and television, maintaining the ban on the internet and other spaces.
The second bill, by Senator Eduardo Girão, prohibits the participation of celebrities in advertising bets on sporting events (Bill 3,405/2023).
The rapporteur, Sérgio Petecão, included referees and former referees among the personalities who will not be able to promote betting houses.
If approved by the CEsp, the matters will be forwarded for analysis by the Communication and Digital Law Commission (CCDD), which will have the final decision.
On April 9, the CEsp held a public hearing with the aim of supporting discussions on the two bills that deal with sports betting advertisements.
On the occasion, senators and experts questioned the effectiveness of the current legal restrictions on advertising, which came into full effect in January 2025. For Senator Carlos Portinho, the projects on the CEsp agenda could be a more effective response to curb what he considers "predatory advertising".
