The certification recognizes Lottopar's commitment to practices that prioritize consumer protection, prevention of excessive gambling and strengthening institutional integrity. To obtain the WLA seal of compliance, a lottery must meet a series of structural and operational criteria, such as:
- Institutional commitment to responsible gaming.
- Clear definition of preventive policies and strategies.
- Adoption of training and public awareness mechanisms.
- Ongoing training programs for employees.
- Monitoring and evaluation of implemented actions.
- Transparent relationship with operators and partners.
- Support for research and best practices based on scientific evidence.
According to the WLA, Level II certifies that the lottery has implemented concrete actions based on the program's guidelines, and is able to monitor and document the results of its initiatives.

For Lottopar's CEO, Daniel Romanowski, the certification is a recognition of the seriousness with which Paraná treats the sector: “This is a historic step for Lottopar and for Brazil. Our commitment has always been to a lottery model that respects people, that understands gambling as entertainment and, above all, as an activity that should be at the service of the public good. Being the first state lottery to reach Level II of the WLA fills us with pride and reinforces our responsibility to the society of Paraná.”
Since its creation in 2021, Lottopar has adopted an approach based on technical regulation, combating illegal gambling and focusing on safe and responsible gambling.
In addition to the Responsible Gaming program, the agency has also implemented robust Anti-Money Laundering and Countering the Financing of Terrorism (AML/FT) policies, in line with national and international standards.
The expectation now is to advance towards Level III of the certification, further expanding player support programs, educational communication and integration with public health and social assistance policies.
With this international recognition, Lottopar consolidates its position as a reference among public lotteries in Latin America, paving the way for other Brazilian states to follow the same path of responsibility and excellence.
