According to Marco Queiroz, president of Banese, the creation of Lotese follows legal requirements and aims to promote responsible gaming, with a complete structure for both physical and online betting.
"We are honored to present the people of Sergipe with a modern and secure lottery, which is now accessible through the official website for any adult resident of the state," said Queiroz.
Hamilton Santana, CEO of Agrese, emphasized the agency’s role in regulating and overseeing the new lottery to ensure transparency and security for bettors.
"All lottery products launched by Lotese require authorization from Agrese, which has already created a dedicated technical chamber to monitor forecasts, bets, and prizes in real time," he explained.
Part of the revenue collected by Lotese will be allocated to important social sectors such as culture, sports, environment, inclusion, and social assistance.
The first lottery draw is scheduled for May 31, during the Arraiá do Povo festival, with weekly draws thereafter.
Bets can be placed from R$1 (US$0,18) in the digital environment and, in the future, from R$0.50 (US$0,09) for physical bets, which will be available at self-service terminals.
The new state lottery will offer more than 600 gaming options across three modalities:
- Fixed-odds (online games)
- Numerical forecast (such as number draws)
- Instant games, commonly known as scratch cards
The digital platform is already available to users located in Sergipe via the website www.lotese.com.br. Physical betting will begin on May 31 at the Espaço Lotese, located at the traditional Arraiá do Povo, on the Atalaia waterfront. Later on, physical games will also be available at Banese service points throughout the state.

Social purpose funding
More than just an entertainment option, Lotese is born with a social purpose. Of the total revenue collected, 5% will be transferred directly to the State. The net revenue will be distributed as follows:
- 35% for Inclusion and Social Assistance
- 25% for Culture
- 25% for Sports
- 15% for the Environment
During the launch ceremony, Banese president Marco Antônio Queiroz highlighted the project's importance for Sergipe: "We are offering safe games, with responsibility and under strict oversight. Most importantly, the money raised stays in the state and will be reinvested in public policies that directly impact the population of Sergipe."
The first physical Lotese store will be installed in Aracaju’s commercial center, making it easier for consumers to access.
Oversight ensured by state regulatory agency
All Lotese operations are subject to oversight by the Regulatory Agency for Public Services of the State of Sergipe (Agrese), in accordance with State Decree No. 1,108/2025. The agency will be responsible for monitoring operations through an Operational Control Center.
Thus, the operation of Lotese is supported by Federal Laws No. 13,756/2018 and No. 14,790/2023, which regulate lottery activities in Brazil.
A milestone for the gaming sector in Brazil
The implementation process of Lotese began in 2021, following a Supreme Federal Court (STF) decision that allowed states to operate lottery services.
The state law was regulated in 2022, and in 2024, the Legislative Assembly of Sergipe granted Banese permission to operate the games on behalf of the state.
In 2025, the Central Bank approved the creation of a Banese subsidiary to manage the new lottery, marking an unprecedented step in the history of public lotteries in Brazil.
