Starting June 9, national and international companies with representation in Brazil will be able to submit their proposals through the Government of Paraná’s eProtocolo system. The public notice remains open on a continuous basis, allowing new interested parties to apply at any time, as long as they meet the required legal and technical criteria.
For Lottopar president Daniel Romanowski, the initiative marks a significant step forward in structuring the state betting market.
"Just like a bank requires documents to open an account and protect the customer’s money, Lottopar requires technological mechanisms to ensure that every bet is placed in a safe and legal manner. This accreditation is another layer of protection for the people of Paraná," he stated.
The KYC (Know Your Customer) service—mandatory under federal regulations and guidance from agencies such as COAF and the Central Bank—will be offered directly to licensed fixed-odds betting operators (bets) authorized by Lottopar. The solutions include biometric validation, official document verification, risk profile identification, and monitoring of suspicious transactions.
The initiative aims to prevent the participation of minors, self-excluded individuals, high-risk users, and even fake profiles—creating a safer environment for the public and a more transparent system for regulators.
According to Lottopar’s Chief Operating Officer, Fabio Veiga, traceability of bets is essential to ensure the integrity of the system: "We’re talking about a mechanism that must operate with responsibility and ethics. Identifying who is betting, how, and where is a legal and moral duty of the public sector."
"Lottopar already requires this level of control from operators, and now, with the accreditation of specialized companies, we are directly fulfilling the requirement of Federal Law No. 14,790/2023," Veiga explained.
Accreditation does not involve any costs or financial transfers from the State. The service will be contracted directly by the licensed betting operators, who may choose from among the accredited companies those that best fit their operations.
