According to the government, the project meets the city’s need to increase its revenue: “With its implementation, the objective is to increase investments in essential areas such as health, education, culture, among others,” informs the City Hall, without yet detailing how the draws and prizes will work.
“The ‘Sorte Teresólpolis’ expects to make the first accreditation form available within six months. Currently, the lottery fully complies with current federal legislation and will operate exclusively with the lottery modalities permitted by this legislation,” the government points out.
The Complementary Bill that establishes the lottery amends Municipal Law 1,441/93, allowing the start of operations of the autarchy with legal personality under public law, with its own revenue and technical, administrative, financial and asset management autonomy, with oversight powers.
“The lottery service of the Municipality of Teresópolis is a municipal public service intended to generate resources to finance socially relevant activities related to the promotion of social rights,” highlights an excerpt from the law.
The proceeds from the collection of the municipal lottery service will be allocated to actions and services related to education, health, public safety, infrastructure, social actions, transportation, sports and services related to People with Disabilities.
“’Sorte Teresópolis' lottery’will require concessionaires and licensees to adopt practices dedicated to fostering responsible gaming and promoting sports integrity. Only lottery modalities and games defined by federal legislation will be permitted,” the bill also states.
Operation
To make the agency operate, the following positions will be created: president of ‘Sorte Teresópolis’ (salary of R$5,986.22- US$1,050), Legal Director (R$1,915.13 - US$ 335), Administrative Director (R$1,915.13 - US$ 335) and Operations Director (R$1,915.13 - US$ 335). The main position will be freely appointed by the mayor of Teresópolis and the other directors will be appointed by the president of the agency.
The application of the lottery's financial resources will be subject to the deliberation of its Management Board, composed of the positions above. “The Executive Board shall ensure full observance of the principles of legality, impartiality, morality, publicity, economy and efficiency of public administration, in accordance with Article 37 of the Federal Constitution,” states the third paragraph of Article 3 of the Bill.
