Second meeting at the Finance Ministry

SPA and states to develop unified criteria and mechanisms for protection of bettors

The Secretariat of Prizes and Betting of the Ministry of Finance (SPA-MF) met for the second time with the states and the Federal District (DF) in Brasília. At the meeting, a Working Group was created to develop the National Betting System – Sinapo. The WG will include representatives from the federative entities and the objective is to present the unified criteria and mechanisms for the protection of bettors within 60 days.

During these 60 days, the Working Group will hold four more meetings until the final report is prepared. After that, states may choose whether or not to join the system, which will certainly bring benefits both to the Union and the states.

Since its creation, the SPA has received representatives from the Member States to discuss matters of common interest in the regulation of sports betting and online gaming.
 


Fábio Veiga, Operations Director of the Paraná State Lottery, stated that Lottopar will participate in the WG for the creation of the system. “The initiative and proposal are very aligned with Lottopar’s governance principles. In fact, many of the measures that states will need to implement are already practiced by the Paraná State Lottery,” said the executive.

State representatives praised the Ministry of Finance’s initiative to promote the exchange of best practices, technical guidelines, and application strategies.

 


The expectation is that closer relations between the Federal Government and the States will contribute to a more solid and secure regulation of the sector.

The creation of Sinapo, as the implementation of cooperative federalism, was one of the SPA’s priority regulatory agenda items for 2025-2026.

The Secretary of Prizes and Betting, Regis Dudena, thanked the presence and receptiveness of the state government representatives and stated that he will continue this joint work for the protection of both bettors and the popular economy.
