Deputies Chamber Subcommittee approves Work Plan to regulate sports betting in Brazil

The Sports Betting Regulation Subcommittee, linked to the Sports Committee of Brazil’s Chamber of Deputies, has approved its Work Plan. The proposal was presented by the committee's chairman, Congressman Caio Vianna, and marks the beginning of a cycle of public hearings and legislative initiatives aimed at building a safer, more transparent and balanced regulatory environment for the sector.

The Subcommittee on Sports Betting Regulation, part of the Sports Commission of the Chamber of Deputies, approved its Work Plan to contribute to building a safer, more transparent, and balanced regulatory environment for the sector.

The proposal was presented by the chairman of the subcommittee, Congressman Caio Vianna, and marks the beginning of a cycle of public hearings and legislative initiatives aimed at improving the so-called ‘Bets’ legislation.

With seven themed public hearings planned, the plan aims to address the main challenges and gaps in the current regulatory framework, in addition to proposing measures to improve legislation and protect consumers, athletes, and sports institutions.

What is the importance of the Subcommittee?

This new legislative body takes on a key role by analyzing the current status of regulation, established by Law 14.790/2023, and assessing the need for adjustments or legal review if the current rules prove ineffective.

The careful monitoring of national regulation, based on evidence, seeks to ensure a fair environment for sports betting while protecting athletes, fans, and the integrity of competitions.

According to Congressman Caio Vianna, “the Subcommittee was created to ensure a modern and balanced regulation of the betting market in Brazil. Our goal is to listen to experts, industry representatives, and society to understand the challenges and propose paths that ensure safety for bettors, protection for athletes, and confidence for all parties involved.”

Another key point is ensuring that the funds collected from betting are applied transparently in the social areas provided by law, such as health, education, and sports. Today there is still a lack of clarity in this process, and the population needs to know how much the government has collected and where these funds are being invested.

The Bets and Fantasy Sport Association (ABFS), which represents the sector in Brazil, is closely following issues that support the industry. For Rafael Marcondes, president of the association, the creation of the subcommittee and the approval of the plan represent a positive milestone in the advancement of regulation:

Next steps

Once the hearing agenda is completed, the Subcommittee will compile a technical report with recommendations. If any shortcomings in the current legislation are identified, it may propose amendments, always based on technical and legal support. Public consultations are also planned to broaden social participation and allow contributions from civil society.
