Lottopar participates in working group for implementation of Brazil’s National Betting System

Lottopar was present at a strategic meeting at the Ministry of Finance, promoted by the Secretariat of Prizes and Betting (SPA). The gathering brought together representatives from twelve states with the objective of discussing the creation and structuring of the National Betting System (Sinapo), a unified platform for governance and integrity in the gaming and betting sector in Brazil.

Sinapo will be responsible for establishing national guidelines aimed at promoting Responsible Gaming, preventing money laundering, implementing compliance standards and creating mechanisms for identifying and verifying legally authorized operators.

The proposal includes the creation of a joint platform between the Union and states, with a public list of companies authorized to operate, in addition to sharing data and technological tools for protecting bettors.

Among the tools provided is a national self-exclusion system, which will allow a bettor who requests exclusion in any state to be automatically excluded from the possibility of betting throughout the national territory. This applies to the lists of prohibited persons and politically exposed persons (PEPs).

Representing Lottopar, the following people participated in the meeting: Fabio Veiga, Director of Operations; Rafael Halila Neves, Technical Director; and Pablo Wosniacki, Advisor to the Operations Department. The team reinforced the agency's commitment to the principles that will guide Sinapo and highlighted that several initiatives considered minimum requirements for membership have already been implemented in Paraná.
 


Lottopar's highlights include:

- Active self-exclusion page, effective within 24 hours after the request.

- AML/CFT policy, formalized by Ordinance No. 028/2025.

- Authorized operator seal, available on the concessionaires' websites, which allows the user to verify the operator's regularity with one click, redirecting to the official Lottopar portal.

According to Lottopar's president, Daniel Romanowski: This national integration is essential to ensure a safe, ethical and transparent betting environment. Paraná enthusiastically supports this initiative, which reinforces our commitment to Responsible Gaming, consumer protection and combating the misuse of the system by criminal organizations.”

The working group created will have 60 days to present a technical report with the minimum criteria for participation in Sinapo. Based on this, a model for voluntary membership by the federative entities will be developed.

Lottopar views the initiative with enthusiasm and responsibility, recognizing Sinapo as a strategic tool for national governance, which will allow protecting not only the people of Paraná, but all Brazilians who access legally regulated gaming and betting platforms.
