With presidential support, Senate speeds up the legalization of casinos and bingo in Brazil

The president of the Senate, Davi Alcolumbre, informed leaders that he will discuss, before the July recess, the urgency and the vote on the bill that legalizes bingo, casinos and the jogo do bicho in Brazil. The proposal has been under consideration for over 30 years in Congress and has already been voted on in the Chamber. If approved in the Senate, it will be sent for presidential sanction.

According to journalist Andreza Matais from Metrópoles, senators were informed by the Planalto Palace - official workplace of the President of Brazil and the seat of the executive branch in Brasília - that the government will not oppose the bill’s approval.

In addition to the potential to generate up to R$20 billion (US$3.6bn) per year in tax revenue, the justification for the bill includes the creation of 1 million jobs. The government reportedly conducted a survey indicating that voters support the legalization of gambling.

A Senate poll of 5,000 people also found no significant public resistance.

The vote is expected to take place amid intense discussions surrounding online gambling, which is currently under scrutiny in the Senate.

The bill’s rapporteur, Senator Irajá, argues that unlike online betting platforms (bets), the legalized games will not be available online, thus preventing access by minors. Casinos would only be allowed inside resorts, with a limit of one per state — except for São Paulo, Minas Gerais, Rio de Janeiro, Amazonas, and Bahia, which would be allowed three each due to their territorial size.

As for the jogo do bicho, its operation would depend on a government-issued license.

We are working to ensure that the Responsible Gaming and Integrated Resorts Bill (2,234/22) is voted on and approved this semester. The bill does not cover so-called ‘Bets’ or online betting, which already has separate legislation in progress. Bill 2,234 creates a secure, regulated model with strict compliance requirements, capable of attracting investment, creating jobs, and strengthening national tourism,” stated the senator.

In addition to being one of the main advocates for legalizing casinos in Brazil, Senator Irajá is known for his ties to the gambling industry. Last year, he spent at least 16 days abroad attending casino and 'Bets' events. He traveled to Lisbon, Miami (where he gave an exclusive interview to GMB), and Malta.
