According to Mayor Mateus Silva, the initiative follows a ruling by the Federal Supreme Court (STF), which allows states and municipalities to operate lottery services, provided they comply with general rules set by the federal government.
“This is an opportunity to transform a service that already exists in other places into a direct benefit for the people of Caraguatatuba,” explained the mayor.
The proposal allows for the municipal lottery to be managed either by the city administration itself or by a private company, to be selected through a public concession process, in compliance with strict rules on security, transparency, and social responsibility.
If implemented, the service must be available both online and through authorized physical points of sale. Companies interested in operating the lottery must demonstrate technical and financial capacity, comply with all safety regulations, and adopt measures to prevent gambling addiction.
Most of the funds raised will be allocated to prize payouts and mandatory taxes. The remaining amount will be used to support public projects and services, such as improvements to the municipal healthcare system, construction of affordable housing, social development initiatives, and environmental preservation and sustainability projects.
The proposal also stipulates that the Municipal Finance Department will be responsible for overseeing the entire operation of the lottery, requiring regular reports, audits, and ongoing monitoring. Rules for drawings, payouts, deadlines, and even advertising must be defined by decree after the law is approved, and must prioritize transparency and player protection.
The bill has been submitted for review by the City Council. If approved, the municipal administration will begin the regulatory process and launch the public concession procedures for the service.
“What we are looking for is a funding source that helps us invest in what really matters — health, housing, and quality of life for the families of Caraguatatuba,” emphasized Mayor Mateus Silva.
