Pixbet obtained a preliminary injunction in court

Government keeps suspension of only two ‘Bets’ from the list of 11 announced on Friday

The Secretariat of Prizes and Betting of the Finance Ministry had suspended, last Friday (30/5), 11 companies and their respective 29 authorized betting sites for failing to comply with the obligation to submit security assessment reports for betting systems. Over the weekend, Pixbet, sponsor of Flamengo, obtained a preliminary injunction in court to suspend the effects of the precautionary measure. Other companies regularized their situation and were also removed from the list.

Last Friday (May 30), the Secretariat of Prizes and Betting of the Ministry of Finance (SPA/MF) suspended the operations of 11 companies and 29 betting brands for failing to submit the betting system assessment report required by Ordinance SPA/MF No. 722/2024.

However, just a few hours later, still on the same Friday, four companies quickly proved they had all the proper documentation in place, and SPA immediately removed them from the list—reducing the number of suspended companies to seven.

On Saturday (May 31), PixBet obtained a court injunction to suspend the effects of the measure. Two other companies, EA Entretenimento and Bet.Bet Soluções Tecnológicas, also submitted the necessary documentation.

The purpose of the decision is to temporarily prevent betting operators from offering bets, accepting deposits in Brazilian territory, and registering new players until they prove the cybersecurity integrity of their operations.

Article 8 of Ordinance SPA/MF No. 722/2024 stipulates the obligation to submit a system evaluation report within 90 days of obtaining authorization—an obligation not fulfilled by the suspended operators.

The absence of such reports affects the safety of bettors and the economy, hinders efforts to combat money laundering, and impacts the collection of taxes and contributions. The measure applies to all websites authorized under the suspended company’s name.

If non-compliance continues, sanctioning proceedings may be initiated. If companies fail to comply with the precautionary measures, a daily fine of R$ 40,000 (US$7,000) will be imposed.

As of the time of publication (Monday, June 2 – 9 a.m.), SPA/MF has maintained the suspension of the following companies:

* Bell Ventures Digital Ltda – bandbet.bet.br

* Betesporte Apostas On Line Ltda – betesporte.bet.br, lancedesorte.bet.br;


It is believed that most of these brands will regularize their status later this Monday and also be removed from the list.

The PixBet case

Among the affected companies was PixBet, which had the operations of its domains pix.bet.br, fla.bet.br, and betdasorte.bet.br suspended. As it did in April this year, for the same reason, the Flamengo sponsor turned to the Federal Court in Brasília to overturn the suspension.

On the following day (May 31), Judge Leonardo Tavares Saraiva, of the 3rd Federal Civil Court, granted PixBet a preliminary injunction, suspending the effects of the regulatory measure.

The defense argued that the 90-day deadline for submitting the technical report was ambiguous, as it did not clearly state whether the count began from the provisional or final authorization.

The judge acknowledged this point and found there was a risk in delaying the decision, especially as the company was sponsoring a Brasileirão match scheduled for Sunday (June 1).
