"The bank of Sergipe reiterates that all products offered by Lotese comply with the provisions of Federal Laws No. 13,756/2018 and 14,790/2023, as well as State Law 9,440/2024. The companies also reinforce the institutional commitment to responsible gaming and to promoting the well-being of our people," it said in a statement.
At the moment, bets on soccer games from various leagues and countries are available on the first screen. Other sports, lotteries and eSports (electronic games) can be selected.
The creation of Loterias de Sergipe began in 2021, with State Law 8,901, which authorized the Executive Branch to provide the service. This occurred one year after the Supreme Federal Court allowed Brazilian states to operate in the lottery market.
In 2024, the Legislative Assembly unanimously approved State Law 9,440, authorizing Banese to plan, organize, explore and operate lottery services on behalf of the Executive Branch in Sergipe.
According to the bank, the funds raised by Lotese will be allocated to social services. A minimum allocation of 5% of the proceeds will be forwarded to the State.
Of the net revenue earned, 35% will be allocated to Inclusion and Social Assistance, 25% to Culture, 25% to Sports and 15% to the Environment in Sergipe.
According to betting specialist lawyer Sérgio Alves, public and private sector stakeholders interested in this market are making a legal effort to find ways to adapt the game to existing legislation. "They are exploring how to fit it in: if they can't fit in a square or a circle, they create a triangle to see if it fits, and this adaptation is being made in the states and municipalities."
The operation of video lottery machines would be at risk if Bill No. 2,234 of 2022, which deals with the legalization of land-based gambling in Brazil, were approved.
