The São Paulo City Hall officially opened the Public Consultation and scheduled the Virtual Public Hearing to discuss the concession of its public lottery service, allowing for the operation of various lottery modalities, including specific forecast, numerical forecast, sports forecast, passive, instant, and fixed-odds betting.

All contributions, suggestions, and/or clarification requests must be submitted using the official “Public Consultation Contribution Template” in editable Excel format. The template is available on the consultation webpage and must reference the specific items of the Tender Notice, Contract, or Annexes being addressed. The feedback and its respective analysis will be published in the Official Gazette of the City and on the Project’s website.
Submissions that are not related to the consultation or that fail to follow the specified format will not be considered.
Once completed, the contribution template must be sent to the Executive Secretariat for Privatization and Partnerships (SEDP) by July 28, 2025, via email to [email protected] with the subject “[LOTTERIES] Public Consultation” and include identification of the sender.
If anyone is unable to access or submit documents electronically and wishes to collect or deliver physical documentation to SEDP, a prior appointment must be scheduled via the same email address.
The Virtual Public Hearing will take place via videoconference on July 15 at 3:00 p.m., and those interested in participating must register using this link.
During the session, the main points of the project will be presented, and questions will be addressed as time permits. Additional questions may be answered later along with the consultation feedback. The hearing will be recorded and made available on the official YouTube channels of SEDP and São Paulo Negócios (SPN) through this link.
