According to Lototins, the measure was executed on the same day. “It was complied with that same night, with fixed-odds products being removed from the website www.lototins.com.br, the only environment in which they operate,” the company highlighted.
The company said it does not offer this modality outside of the digital environment. “In the physical environment, it does not operate any fixed-rate products in the State”, it clarified. At the moment, the company only operates instant VLTs, “the source code of which is certified by independent international laboratories and duly authorized by its regulatory body (Sefaz).”
Lototins stated that it intends to appeal the decision and make an official statement in the lawsuit.
“Although we understand that there is a disagreement with the applicable legislation and that an appeal is admissible, since it is a judicial imposition, it was complied with,” says the official note, which also criticizes the dissemination of misinformation.
“Through this Note, Lototins would like to correctly inform the people of Tocantins and clarify that it will also make an official statement in the lawsuit, taking the necessary measures to reverse the decision.”
Lototins also emphasizes that the service has been provided in compliance with the rules of the Notice, the concession contract and binding decisions of the Supreme Court; highlights that it is an important source of revenue for the State for social areas and is in favor of combating “any attempt to manipulate sporting events and illegal betting.”
In early June, the 2nd Court of Finance and Public Records of Palmas/TO determined the immediate suspension of the provision of fixed-odds betting to the public of Tocantins, both through the website and through the Lototins video lottery.
In addition to the suspension, the judge in charge of the 2nd Court, Roniclay Alves de Morais, determined the temporary prohibition of the maintenance, display or operation of physical fixed-odds betting machines and established that Lototins will be responsible for collecting and depositing the machines, under penalty of judicial seizure.

In the late afternoon of June 18, 2025, Lototins was informed of a preliminary court ruling, through Official Letter No. 2169/2025/GABSEC/SEFAZ, issued by the State Department of Finance, ordering the suspension of its fixed-odds lottery betting operations—both physical and online—within 24 hours.
Even though Lototins believes the decision conflicts with the applicable legislation and intends to appeal, the company complied with the court order that same night. The fixed-odds betting products were removed from its website, www.lototins.com.br, which is the only platform through which such games were operated.
The company clarifies that it does not offer any fixed-odds betting products in physical locations within the State and explains that only Video Lottery Terminals (VLTs) of the instant lottery modality are currently in operation. These systems have their source code certified by independent international laboratories and are duly authorized by the regulatory body (SEFAZ-TO).
Given the spread of misinformation, Lototins issues this statement to properly inform the people of Tocantins and also confirms that it will formally respond in the legal case and take the appropriate legal measures to reverse the decision.
The public bidding process was conducted lawfully, and the lottery service in the State of Tocantins has been provided in accordance with the rules established in the Call for Bids and the Concession Contract, which, in turn, comply with binding rulings of the Federal Supreme Court, as well as Law No. 4,136/2023 of the State of Tocantins and State Decree No. 6,703/2023.
