Amendment No. 01/25, authored by councilman Marcelo Pereira, excludes the so-called fixed-odds bets from the municipal lottery, as provided for in Federal Law No. 14,790/2023. The proposal aims to prevent gambling addiction and protect the population from social and financial risks, preventing the municipal lottery from becoming a channel for highly compulsive games, especially in the digital environment.
Amendment No. 02/25, presented by Councilman Danster Fernandes, establishes that any change in the operating rules, modalities, forms of marketing or allocation of lottery resources may only occur through a new Complementary Law approved by the Chamber. The measure reinforces the autonomy of the Legislative Branch, preventing changes from being made exclusively by decree of the Executive Branch.
The Municipal Lottery aims to generate its own revenue for investments in strategic areas of the city, such as health, social assistance and social security, reducing the social vulnerability of the population of Caraguatatuba.
The Caraguá lottery will be administered by the administration itself or by a company, which will be chosen through a public concession, following strict rules of security, transparency and social responsibility.
The service must be offered both online and at authorized physical locations. Companies interested in operating the lottery must demonstrate technical and financial capacity and comply with all security standards, in addition to ensuring measures to prevent gambling addiction.
Now, the matter will be forwarded to the Executive Branch and it will be up to Mayor Mateus Silva to sanction the Complementary Bill.
