The ruling, signed by Judge Gabriel Hillen Albernaz Andrade on June 13, responds to a civil action filed by Educafro and the Mônica Paião Trevisan Center for the Defense of Children and Adolescents, which advocate for the protection of vulnerable families.
In addition to the warnings, the organizations are requesting that platforms implement mechanisms to prevent individuals listed in the CadÚnico (government database of low-income citizens) from registering and placing bets. To achieve this, they call on the federal government to share the CPF numbers (individual taxpayer IDs) of beneficiaries with the platforms, enabling automatic account blocking.
According to data from Brazil’s Central Bank, beneficiaries of social programs have transferred around R$3 billion (US$545m) to online gambling companies, including among them approximately 54 million families receiving Bolsa Família.
Frei David, Executive Director of Educafro, called the situation “unacceptable” and criticized the State’s delay in protecting highly vulnerable individuals from predatory practices that redirect public resources intended for social support.
“It is expected that the companies comply with the court ruling and that the federal government urgently moves forward in formulating an effective public policy that does not punish the poorest, but instead protects them from financial exploitation disguised as entertainment,” he said.
