Loterias Caixa to tender a system for assessing bettor risks with a focus on Responsible Gaming

Loterias Caixa will hire a system to assess the risk of bettors in its lotteries based on AI. The initiative, currently in a bidding process, will implement advanced technology to monitor player behavior, identify problematic patterns, and assign an individual risk score. Accreditation for the bidding process runs until July 24, and the deadline for proposal submissions ends at 10:00 a.m. on the following day, July 25.

The project is part of the World Lottery Association (WLA) Responsible Gaming Program, in which Loterias Caixa is a permanent member and holds Level 3 certification. This action aligns with international standards of governance and consumer protection, particularly in the context of the institution's imminent expansion into sports betting and online gaming.

The tender includes the signing of up to two Public Innovative Solution Contracts (PISCs), with a duration of 12 months. The solutions must include three main components: data analysis of bets, identification of risk groups, and sending preventive messages through Loterias Caixa's channels.

The system will leverage artificial intelligence and data science to detect behaviors such as repeated deposits, excessive use of bet management tools, and frequent nighttime activity. These measures aim to prevent harm and foster a safer and more transparent gaming environment.
 


Three pillars of the technology

The system to be developed will include three main components:

- Behavior monitoring – Analysis of betting data to map player habits and individual patterns;

- Risk group identification – Detection of users exhibiting problematic or potentially harmful behaviors;

- Personalized messaging – Sending targeted messages to at-risk players via the institution's communication channels as a form of alert and preventive guidance.

Indicators to be utilized may include repeated deposits, excessive use of betting control tools, frequent betting during nighttime hours, and other "harm markers" already recognized by international regulators. Similar models are already used in countries such as the United Kingdom, France, and the Netherlands.
