The Public Call for Expression of Interest (PMI) aims to present studies to support the city of Campinas in structuring a contract with the private sector for the operation of lottery services in the city (Locamp), through any means permitted by law and/or regulation.
The project must present a model that integrates the various permitted lottery modalities, operated exclusively by a single operator, ensuring synergy and efficiency in the service.
During the term of the contract, the city of Campinas will not enter into partnerships with other operators for the partial or total operation of lotteries.
The initiative is in line with the decision of the Federal Supreme Court (STF), which recognized lotteries as a public service under the jurisdiction of States and Municipalities. In Campinas, the operation of the service was authorized by Complementary Law No. 478/2024.
Companies interested in submitting studies to support the city of Campinas in structuring a contract with the private sector for the operation of lottery services in the city have until July 21 to submit the documentation requested in the Notice, as well as the request for authorization to participate in the process.
Clarifications regarding the Notice and its annexes may be requested until July 7 exclusively through the following email: [email protected]. The deadline for submitting studies is 90 days from the publication of the authorizations.
