In justifying the project, Mayor Roberto de Araújo points to the decision of the Federal Supreme Court (STF), which recognizes the jurisdiction of municipalities to operate lottery services.
The resources from the Avaré Lottery will be allocated to health, education, public safety, social assistance, culture and sports. The supervision of the operation will be the responsibility of the Finance Department, which may enter into agreements with public or private entities to ensure compliance with the standards to be established by law.
The Public Authorities will conduct periodic audits of the lottery operation, aiming to guarantee transparency and legality in the management of the funds collected.
In the justification, the Executive informs that a preliminary study was carried out to assess the economic and financial viability of implementing a municipal lottery in the city, using population data, local economic indicators and projections based on the national betting and lottery market.
The project indicates an estimated number of regular gamblers in the city of around 28,000, with an average ticket price of R$58 (US$10,5)per person. With this data, the city government estimates an annual gross revenue of over R$19 million (US$3.45m).
According to the projections, the city would receive a monthly revenue of approximately R$166,000 (US$30,000), which, added to the ISS, would guarantee an annual transfer of almost R$2 million (US$361,000).
The project is being processed as an urgent matter in the City Council and has already received favorable opinions from the legal counsel of the House, as well as from the committees of Constitution, Justice and Drafting, Finance, Budgets and Consumer Rights, and Services, Works and Public Administration.
