Filed in the Chamber of Deputies at the end of April, the bill foresees that the fund will be supplied by collections from betting companies and by fines applied to illegal games. The resources would be used in several areas, including:
- Treatment of people with gambling disorder (gambling addiction);
- Defense and well-being of domestic and wild animals;
- Strengthening public safety and crime prevention;
- Protection and promotion of the rights of the elderly.
According to Tavares, most of the fund's resources would be allocated to animal protection, aiming to mitigate the social and environmental impacts resulting from online gambling.
Betting houses would finance FUNPRAE
FUNPRAE would consist of the following sources of revenue:
I – 2% (two percent) of the monthly gross revenue of companies that operate fixed-odds betting, as regulated by Law No. 14,790, of December 29, 2023, or a law that replaces it;
II – Administrative fines applied to betting operators for legal or regulatory violations;
III – Donations, legacies and other voluntary contributions from individuals or legal entities;
IV – Resources from agreements, conduct adjustment terms (TAC) or judicial agreements signed with the gaming sector;
V – Interest on financial investments made with the Fund's resources.
