The process of requesting subsidies, which marks a new stage in the execution of the Espírito Santo Lottery, seeks to collect contributions from experts, control bodies, the private sector and other interested parties to subsidize the construction of the sector's regulatory framework.
ARSP Lottery Director Tatiana Oliveira highlights the importance of requesting subsidies. “This is a fundamental step to ensure that the regulation of the Loteria Capixaba is constructed in a transparent, democratic manner, and in line with the best practices in the sector."
"We want to listen to society and experts to develop a robust regulatory framework that ensures efficiency, integrity, and social responsibility in the operation of the state lottery,” he emphasizes.
The initiative is included in the ARSP's regulatory agenda for the 2025/2027 biennium and complies with Complementary Law 1,069/2023, which regulated the state lottery public service, delegating to Banestes Loterias S.A. the operation and exploitation of legalized modalities, under the regulation, control, and supervision of the agency.
Decree 5,931-R/2025 details the ARSP's responsibilities, including the issuance of supplementary regulations, monitoring compliance with the lottery plan, and actions to prevent gambling addiction.
How to participate
The electronic form for submitting suggestions will be available on the ARSP website and includes questions about technical requirements, risks, governance, transparency, innovation and other essential aspects for the adequate regulation of the service.
Individuals or legal entities interested in the subject may participate in the Call for Subsidies by filling out the form available on the agency's website, under the social participation/subsidy tab. Contributions will be received until 11:59 p.m. on June 30, 2025.
After the period for receiving contributions, the suggestions will be analyzed by the Working Group for Lottery Regulation, and will support the preparation of the resolution that will define the rules applicable to the public lottery service in Espírito Santo.
The received comments will be recorded and consolidated in a report, which will be made available on the ARSP page on its official website. The report will include the names of the authors of the proposals and the respective responses/suggestions presented, with personal data being preserved.
ARSP expects the process to help identify needs, improve control and transparency mechanisms, and strengthen public confidence in the new service modality.
The Subsidy Collection referred to in this regulation is based on § 3, article 18 of Complementary Law No. 827/2016 and on art.69, item I of ARSP Resolution No. 071/2024, with the objective of collecting contributions to support the preparation of the resolution that will define the general conditions for the provision of public lottery services in the State of Espírito Santo.
