The Brazilian Football Confederation will distribute US$48m from ‘Bets’ with clubs and athletes

The Brazilian Football Confederation (CBF) will determine - through regulations - the distribution of millions of dollars raised from the so-called ‘Bets’ to clubs, players and the competition organizing entities themselves. This money is related to the payment of image rights. The initial estimate is that the total value of the pot will be around R$264 million (US$48m) per year.

The amount may be higher depending on the progress of the collection. The Law regulating betting in Brazil determined, in addition to taxes, percentages to be passed on to entities.

First, the entire volume of bets in Brazil is considered, which is estimated at R$240 and R$360 billion (US$43bn and US$65bn) per year by the Central Bank.

Of this total, around 10% remains for GGR, which is the money that actually stays with the bookmakers. Based on the revenue collected in the first months of 2025, the first months of the so-called ‘Bets’ taxes, the GGR would receive around R$33 billion (US$6bn) per year.

88% of this amount will go to the betting houses themselves, with another 12% to be passed on to various entities. Within this portion, there will be 7.3% for image rights of competition organizers, clubs and athletes for the use of their names and symbols.

When calculating, this is 0.786% of the GGR. In other words, around R$264 million (US$48m) would be allocated to clubs, competition administration entities and athletes. This amount could be larger depending on the final annual volume of bets.

An ordinance from the Secretariat of Prizes and Betting, issued at the beginning of the year, determined that the competition regulations should state how this money will be distributed. In other words, all the money raised from bets on the Brazilian Championship would be divided according to the rules, as would the Paulista and Carioca championships. In the case of international competitions, the amount would go to the CBF.

Since the CBF controls most of the competitions, the division would be in its hands. So far, the confederation has not yet established this division in the rules. It is likely that it will only do so next year, since all the rules are ready and cannot be changed during the championships.

In addition, the Secretariat of Prizes and Betting decided to hold a public consultation on the distribution of image rights.
