The concession includes the operation of specific and numerical forecast lotteries, sports forecasts, passive forecasts and instant lotteries, excluding fixed-odds bets and online games.
The contract also establishes compliance requirements, such as the prevention of money laundering and the promotion of responsible gaming.
The project foresees 31 exclusive units and estimates more than 11 thousand non-exclusive points throughout the state of São Paulo.
The Consórcio SP Loterias may operate the service in a physical or virtual manner and will assume the responsibilities and risks, complying with the contractual parameters of the Government of São Paulo, with the possibility of operating the game modalities, without the obligation to operate all of them.
The concession of lottery services will be a source of resources for financing public policies, with the amounts earmarked for the health sector.
IGT Global Services and Scientific Games have been part of the Mineira da Sorte consortium since 2023, when they obtained the concession contract with the Minas Gerais State Lottery to operate conventional and instant lotteries for 20 years.
It is worth remembering that the Aposta Vencedora Consortium, which won the auction for lottery services in São Paulo in November 2024, did not pay the R$600 million (US$106m) concession offered in the bidding process and was disqualified.
The Aposta Vencedora consortium is made up of SAV Participações and AX4B Sistemas de Informática. Among the partners is the former Secretary of the Ministry of Economy Alexandre Manoel Angelo Da Silva.
“The first-place bidder was unable to meet the requirements of the notice, which provided 60 days plus 60 days for payment of the concession. They asked for it and we gave them an additional 10 business days, which is our standard, and they were unable to do so. So, we are declaring that they are unable to take on the contract and we are going to activate the proposal guarantee,” stated the Secretary of Partnerships and Investments of the Government of the State of São Paulo, Rafael Benini.

The Contracting Committee, established by Joint Resolution SPI/ARSESP No. 01, of July 25, 2024, published in the Official Gazette of the State of São Paulo on July 26, 2024, responsible for conducting the International Competition No. 01/2024, which has as its object the concession of public lottery services of the State of São Paulo, DECLARES, after analysis and judgment of the qualification documentation, QUALIFIED and, consequently, WINNER of the Auction the Bidder CONSÓRCIO SP LOTERIAS, for having fully and satisfactorily met all the requirements conditions and requirements of the Notice.
Bidders may appeal the decisions of the Contracting Committee, pursuant to item 17 of the Notice, until 11:59 p.m. on the third business day following the publication of this Extract in the Official Gazette of the State of São Paulo.
