
On its official website, the institute recalls that at the beginning of 2025, licensed operators each paid R$ 30 million (US$5.4m) for a five-year license, totaling over R$ 2.3 billion (US$413m) already collected by the government.
The sector’s financial planning was based on the current 12% rate, and any change mid-contract undermines the economic balance and trust in the regulatory environment.
In the face of this violation, the sector continues to seek dialogue with the Government and the National Congress and, if necessary, will resort to legal action.
The proposal does not solve the government’s structural revenue problem and is likely to have the opposite effect: by raising taxes on legal 'Bets', the illegal market is expected to grow from the current 50% to at least 60%, resulting in an estimated annual loss of more than R$ 2 billion (US$360m) in public revenue.
The path to increasing revenue is not to penalize those who operate legally, but rather to rigorously combat illegal operators and protect bettors in accordance with the sector’s regulations.
