The proposal by the state security secretaries foresees an 18% increase in these transfers to the area in which they operate. The percentage was offset by reducing 10% of what was allocated for the sports area and 8% of what was earmarked for the tourism area.
Of the 31.6% determined in the text, 12% will go to the public security funds of the states and the Federal District and another 6% to the penitentiary funds.
“This is a proposal to rebalance the distribution of resources, since the public security area is underestimated in the division of revenues from gambling. Furthermore, it is a fact that the problems arising from gambling have a major impact on security, which is why the proposal promotes a fair rebalance that will directly benefit society, based on the strengthening of the public security apparatus,” states the council document that brings together all the proposals.
One of the justifications for this rebalancing in the distribution of values ??is that, for the secretaries, the problems arising from betting games directly reflect on security, and, therefore, a greater contribution to the area arising from ‘Bets’ would be fair.
Another point raised by the secretaries, and which is one of the objectives of the preliminary draft regarding bets, is to prevent administrative acts from imposing “excessive restrictions” on the transfer of resources to the states.
To avoid this obstacle, the project prohibits the imposition of conditions through administrative acts, such as Ordinances. “This change will ensure greater efficiency in actions to combat crime and improve the public security system,” concludes Consesp.
Public security event
The draft bill will be discussed among state secretaries of public security starting this Tuesday (July 1st), the opening date of iLab 2025, an event that will be attended by several national public security actors, including agents from the Federal Police (PF) and state police officers, as well as representatives from the Legislative and Executive branches.
In total, nine draft bills will be debated that aim to implement more agile measures to combat crime in Brazil and will be presented in order to complement the Public Security PEC prepared by the Ministry of Justice and which is currently being processed in Congress.
