Led by presidents Plínio Lemos Jorge (ANJL) and Fernando Vieira (IBJR), the initiative aims to reinforce collaboration between the two organizations through joint actions to combat illegal 'Bets' operations in Brazil, supporting legality, market integrity, and the protection of bettors.
The alliance comes at a time when the industry is under pressure from threats that could compromise its economic sustainability in the country and undermine the regulatory framework developed so far. The sector is expected to contribute more than R$4 billion (US$ 730m) in tax revenue to public coffers this year alone.

“This agreement shows that our sector is united and committed to promoting Responsible Gaming,” said Plínio Lemos Jorge, President of ANJL. “We share a common goal: ensuring the viability of a regulated betting market. We are facing a major challenge—an excessive tax burden could harm the industry and fuel the growth of illegal platforms, which already dominate a large portion of betting operations in Brazil.”
“The consolidation of this partnership is a concrete response to the challenges threatening the regulated environment in Brazil. Joining forces with ANJL amplifies our efforts against illegal operators, promoting greater safety for bettors and long-term sustainability for the industry. Combating illegal bets and defending a regulated market with a focus on Responsible Gaming remain our top priorities,” added Fernando Vieira, President of IBJR.
The agreement, delivered to SPA Secretary Regis Dudena, outlines various joint actions, including data sharing on unlicensed operators and awareness campaigns.
