The municipality will be responsible for regulating, controlling, and overseeing the Municipal Lottery and may delegate, through concessions, the operation of the lottery service to specialized companies, in compliance with federal legislation.
Also according to the law, the concession of lottery services may be awarded through a competitive bidding process, in accordance with the provisions of Federal Law No. 14,133/2021 (new law on public procurement and contracts). The concession will have a 20-year term and may be renewed, depending on the public interest. The bill was authored by Councilman Tiago Leite (PSD).
The funds raised from the operation of the Municipal Lottery will be allocated to Public Health (40%), Public Works (30%), and Culture (30%).
The Municipal Lottery's operations will be overseen by the Finance Department, which may enter into agreements with public or private entities to ensure compliance with the regulations established by law.
"The municipality, through its Internal Control Body, will conduct periodic audits of the lottery services' operations, aiming to ensure transparency and legality in the management of collected funds," the document adds.
Regulation will occur within 60 (sixty) days.
