The project stipulates that part of the proceeds from the operation will be allocated to finance public policies under the Municipal Social Development Fund (FMD).
This measure reaffirms the São Paulo City Hall's stance in conducting its concessions, safeguarding legal certainty, procedural integrity, and a focus on concrete results for the population.
According to the notice, civil society representatives—individuals and legal entities—can participate in the public consultation. Contributions must be submitted by July 28th to the email address: [email protected].

SEDP had the support of São Paulo Parcerias (SPP) in structuring the project, while the Finance Department will be responsible for monitoring the concession and inspecting the services provided.
Project
The concession will cover six modalities: numerical prediction, specific prediction, sports prediction, instant lottery, passive lottery, and fixed-odds betting. The project's original design estimated the total investment at R$215.7 million (US$38.75m), with a minimum fixed grant of R$251 million (US$45m).
In addition to allocating resources to the FMD, the lottery service concession aims to provide greater security for bettors through certified products and Responsible Gaming.
The project also establishes clear guidelines for the operation of the service and is aligned with the "Sustainable Development Goals" defined by the City of São Paulo, which aim to eradicate poverty and implement adequate social protection measures.
