The meeting was also attended by lawyer Alexandre Amaral Filho, partner at Brasil Fernandes Advogados, a law firm specialized in the legal defense of the gaming sector. The team praised Loterj’s work in modernizing the segment.
“We must understand VLT not as a new game, but as a new form of distributing existing lottery products. And Loterj has been doing an excellent technical job, with transparency and a strong focus on consumer safety,” said Brasil Fernandes, highlighting the social role of lotteries.
Hazenclever emphasized the importance of dialogue with experts in the formulation of efficient public policies. “Our goal is to ensure innovation with responsibility, maintaining legal certainty and respect for the rules. Listening actively to professionals with experience in the sector is essential for this,” stated the president of Loterj.

Fabíola Esteves highlighted the progress of the regulatory process in the state. “Rio de Janeiro is at the forefront of lottery modernization. The regulation of VLTs is another step towards diversifying access to our products with integrity and legality,” said the vice president.
Alexandre Amaral Filho reinforced Loterj's institutional role in this context. “Loterj’s proactive approach inspires confidence and contributes to a more robust and attractive environment for investment in the sector,” said the lawyer.
Operating since 2005, Brasil Fernandes Advogados is a benchmark in the legal defense of the business sector linked to the lottery market.
At the Supreme Federal Court (STF), the firm played a key role in defending the states' competence to operate lotteries (case ADF 493/ABLE), contributing to the expansion of state lotteries and greater legal certainty for the sector.
