Brazilian deputy proposes legalizing fixed-odds betting on all horse competitions

Federal Deputy Capitão Augusto (Liberal Party) introduced a bill this week proposing the legalization of fixed-odds betting on all rodeo and horse-related sports competitions in Brazil. The project amends Law 14.790, which currently regulates this activity nationwide. According to the congressman, the existing regulation, issued by the Ministry of Sports, imposes excessive restrictions on the categories allowed, which limits the full development of the sector.

Currently, only a few equestrian events are authorized under the current rules. The new proposal seeks to expand this authorization, with Augusto arguing that the measure would bring tangible benefits to the sector, such as new revenue streams for athletes, increased tax collection, and the cultural reinforcement of Brazil’s rural and rodeo traditions.

According to the bill presented by the congressman: “The inclusion of all rodeo and horse competitions recognized by national sports federations in fixed-odds betting will bring concrete benefits: generation of new income sources for organizers and athletes; increased tax revenues; encouragement of professionalization within these competitions; and the strengthening of Brazil’s cultural identity and rural sports scene.”

The text adds: “This is a fair, innovative measure that values activities generating employment, boosting rural tourism, and representing the essence of Brazil.

The regulation of fixed-odds betting in Brazil began in 2023 with the enactment of Law 14.790. However, the legislation still places limits on the range of sports included. Capitão Augusto’s proposal now awaits review by the relevant committees in the Chamber of Deputies before it can proceed to a full vote.

The approval of the bill could have a positive impact on athletes and organizers, offering them a new revenue stream and greater visibility. For the government, the initiative could boost tax collection. For consumers, a wider range of legal options may provide more security and entertainment variety, although the expansion of this segment still calls for vigilance, as the market remains largely influenced by illegal operators.

Law of ‘Bets’

Law 14.790/2023, known as the Law of 'Bets', was a landmark in regulating fixed-odds betting in Brazil, covering sports, slots, and roulette. However, the regulation published in December 2024, while it did include some equestrian categories, maintained significant restrictions that this new bill aims to ease.

The Brazilian betting market is expanding rapidly but continues to face major challenges, such as a high tax burden, fiscal evasion, and the need for strong oversight—issues currently under investigation by the Parliamentary Inquiry Committee on Betting (CPI of ‘Bets’).
