The Mato Grosso delegation included César Alberto Miranda Lima dos Santos Costa, Secretary of Sedec; Anderson Martinis Lombardi, Deputy Secretary of Industry, Commerce, and Programmatic Incentives; and Brenda Rhayra Arruda Fernandes, Advisor to the Sector Unit of the State Attorney General's Office at Sedec.
During the visit, Secretary César Miranda highlighted the motivation for his visit and the results of the technical agenda: "I want to thank the Paraná State Government and the entire Lottopar board. Mato Grosso intends to create a state lottery. We conducted a very thorough survey, as we chose the right state to see how the Paraná State lottery was created."
"We left here not only with a wealth of important information, but also with the certainty and confidence that we must follow the same path as Lottopar, creating a safe, efficient, and compliant lottery. Finally, I want to thank and congratulate this great state and say that we will work together to achieve what is best for Brazil, Paraná, and Mato Grosso."

For Lottopar President Daniel Romanowski, exchanges between states are essential for strengthening the sector in the country: "These exchanges are valuable both with states that already have operating lotteries and with those that are just starting out. Those arriving now also contribute new ideas, with an outside perspective."
"This exchange of experiences is what will ensure that the lottery service in Brazil is safe and sustainable, as has been the case for many years in countries with mature markets."
The visit reinforces both the importance of good regulatory practices and the promotion of Responsible Gaming, legal certainty, and operational integrity.
