The municipal lottery was established through Decree 211/2025 and authorizes the operation of all lottery modalities provided under federal laws 13.756 and 14.790. The services may be offered through both physical and digital channels, strictly within the city's territorial limits.
The operation will be granted through concession, authorization, licensing, or any other applicable forms as provided by the Brazilian Bidding Law. Authorized modalities include numerical lotteries, sports betting, passive and instant lotteries, fixed-odds games, and online gaming.
The Government Secretariat is responsible for planning, regulating, and ensuring the proper operation of the lottery system in São Gonçalo, including drafting relevant laws and regulations for the public contracting of the activity.
Public Call No. 002/2025 aims to accredit legal entities for the operation of fixed-odds betting under a non-exclusive, parallel licensing model. The deadline for submitting accreditation requests is 24 months from the notice’s publication, ending on July 16, 2027.
The notice defines the following as eligible for operation:
- Real sports-themed event: Any event, competition, or act involving individual or team sporting contests, tournaments, matches, or trials—excluding those exclusively involving participants under 18 years old—whose outcome is unknown at the time the bet is placed and which is promoted or organized accordingly.
- Online gaming: A virtual betting platform where the outcome is determined by a future random event, based on a random number generator using numbers, symbols, figures, or objects as defined by the game rules.
- Virtual online gaming event: An online gaming event, competition, or act whose outcome is unknown at the time of the wager.
Interested parties must submit their Accreditation Request, indicating their intention to be accredited to provide the services, along with the required qualification documents and declarations specified in the Terms of Reference and annexes of the Public Notice, exclusively via email to [email protected].
In parallel, Public Call No. 001/2025 remains open. It aims to accredit companies to provide payment systems for the city’s licensed lottery operators. The first submission period for qualification documents ends on August 15, 2025.
