Ubatuba City Hall submits bill to create its own municipal lottery

The mayor of Ubatuba, Flávia Pascoal, has submitted Bill 91/2025 to the City Council, proposing the creation of a municipal lottery. The initiative aims to increase public revenue without raising taxes. Funds raised will be directed to key sectors such as healthcare, education, public safety, social assistance, culture, and sports.The estimated revenue is R$3 to R$5 million per year (US$540,000 to US$900,000).

The City Hall will be responsible for regulating the Municipal Lottery and may delegate, through concessions, the operation of the lottery service to specialized companies, in compliance with federal legislation.

The Municipal Finance Department will be responsible for overseeing and controlling the operation of the new lottery, and may enter into agreements with public or private entities to ensure compliance with the regulations to be established.

The concession for the service may be awarded through a competitive bidding process, as provided for in the Public Procurement Law, and will have a 25-year term, renewable according to the public interest.

According to the proposal, the lottery includes numerical drawings, instant draws, and sports predictions, with an estimated revenue of R$3 (US$ 540,000) to R$5 million (US$ 900,000) per year.

In justifying the project, the Secretary of Administration, Claudinei Jerônimo dos Santos, emphasizes that the initiative aims to expand the municipality's own resources without burdening citizens.

According to him, the creation of the Municipal Lottery represents an innovative solution to address growing demands for investment in priority areas such as health, education, public safety, and social assistance.

The matter will be analyzed by City Council committees before being voted on by the municipal legislature.
