ANJL debates regulatory challenges of the Brazilian betting market at 13th Lisbon Forum

The National Association of Games and Lotteries (ANJL) will be present at the largest legal event in Portugal, the 13th Lisbon Forum, which begins today (Wednesday 2). President of ANJL, lawyer Plínio Lemos Jorge will speak about the regulatory challenges of the Brazilian betting market and intends to show how the country has been advancing in regulating the sector and what the industry and players should expect in the coming months.

The Lisbon Forum brings together the most important legal figures from Brazil and Portugal. It is a showcase for the main debates in the field, on various international topics. At this effervescent moment in the Brazilian betting market, it is of utmost importance for ANJL to be at an international event of this magnitude to share its vision of the market, defending an honest and safe environment,”said Plínio Lemos Jorge.

Brazil has already completed six months of regulation, with notable advances, such as greater security and guarantees for both operators and bettors.

“At the same time, however, we are facing challenges, such as a possible increase in the tax burden, which, if confirmed, should harm the sector, driving away both new players and those already established in the country,” said Plínio.

He is referring to the Provisional Measure that increased the tax rate on companies’ net revenue (GGR) from 12% to 18%. The MP was issued by the Federal Government in June, but still awaits approval by the National Congress.

The panel “Online games and betting: regulatory challenges” will take place on Thursday (3), at 10:30 am (Lisbon time), and will also feature the participation of Luís Otávio Veríssimo, president of the Superior Court of Sports Justice (STJD) and professor at the Brazilian Institute of Education, Development and Research (IDP); and Michelle Ramalho, vice-president of the Brazilian Football Confederation (CBF).

Also taking part in the discussion panel will be lawyers Pietro Lorenzoni and Gilvandro Araújo, both professors at IDP. The mediation will be led by Carlos Jacques Vieira Gomes, advisor to the Administrative Council for Economic Defense (CADE).

The Lisbon Forum is one of the main Portuguese-Brazilian legal events, bringing together authorities, experts and businesspeople from the sector. This year's edition will have the theme "The Changing World - Law, Democracy and Sustainability in the Intelligent Era."

The event is organized by the Brazilian Institute of Education, Development and Research (IDP), the Institute of Legal and Political Sciences of the Faculty of Law of the University of Lisbon (ICJP) and the Getulio Vargas Foundation (FGV).

Launched in March 2023, the National Association of Games and Lotteries defends the interests of its members, the sector and responsible and honest gaming, always guided by the promotion of sports, the security of bets and the contribution to the economic development of the country.
