First Brazilian state lottery to achieve this level

Lottopar receives international certification from the WLA in Responsible Gaming

During the international seminar of the Ibero-American Corporation of State Lotteries and Betting (Cibelae) held in Foz do Iguaçu, Lottopar officially received Level II certification in Responsible Gaming, granted by the World Lottery Association (WLA). This historic achievement makes the agency the first Brazilian state lottery to reach this level, after a year of intense technical work to meet all the program's rigorous criteria.

The certification was awarded by the WLA – the world's most important lottery entity – in the presence of authorities from 16 countries and 9 Brazilian states, including regulators, operators, Responsible Gaming experts and service providers from the sector. The symbolic choice of Foz do Iguaçu, a strategic border city, reinforced Paraná's position as a hub for governance and innovation in gaming and lotteries.

The seven principles that shape the commitment to the public

The WLA Responsible Gaming Framework is based on seven fundamental principles, which range from the protection of vulnerable groups to the promotion of transparent information and informed decisions by consumers. The certification program assesses the performance of lotteries in areas such as governance, public education, employee training, responsible marketing, research and monitoring of social impacts.

This certification is not just a seal, it is concrete proof that it is possible to regulate games and bets with a focus on protecting people, balancing entertainment and responsibility and a total commitment to public ethics,” stated Lottopar’s president, Daniel Romanowski.

Adherence to the WLA framework requires, in addition to regulatory compliance, a proactive stance in relation to the social impacts of games, with actions aimed at preventing risky behavior, employee training and partnerships with research institutions, public health and governments.

A step that marks a turning point in the public gaming sector

The certification obtained by Lottopar comes at a strategic moment for Brazil, in which state lotteries are regaining their leading role and seeking to consolidate modern, sustainable and socially responsible regulatory models. The international recognition symbolizes the growing maturity of the sector and reinforces the importance of practices based on governance, transparency and citizen protection.

In this context, Lottopar expresses its desire to contribute to the institutional strengthening of the sector throughout the country, sharing experiences, good practices and fostering an environment of cooperation between subnational entities. The advancement of a lottery is, increasingly, a collective advancement for the new ecosystem of legalized gaming in Brazil.
