Surprise stems from the fact that the sector, which has diligently complied with all regulations issued by the Secretariat of Prizes and Betting (SPA), did not expect to be the target of such an attack by the minister. And dismay, because such a statement from the head of the ministry under which the regulation of the sector is being developed could have a highly harmful impact on the market.
ANJL points out that all the problems mentioned in the interview, both by Eduardo Moreira and the minister himself, refer to the operation of unauthorized 'Bets', those that are not licensed to operate in Brazil but continue to do so due to the technical incapacity of public authorities to block them.
Regarding Minister Haddad’s view that gambling addiction should be treated as a public health issue, the association agrees and has expressed this opinion on several occasions. It is important to emphasize, however, that the taxes paid by legal betting operators already include allocations for public healthcare.
It is also essential to clarify that addiction cases are rare within the regulated market. The core issue lies in the unregulated sector, where illegal sites operate without any player protection mechanisms and pay no taxes to the country.
ANJL further reiterates that if Congress approves a total ban on betting advertising, Brazil will join the ranks of countries that took a similar approach and witnessed an explosive increase in illegal sites.
Without responsible and informative advertising, bettors won't be able to distinguish between legal and illegal 'Bets' and will be even more vulnerable to influencers and all kinds of scams.
Finally, the association reaffirms the betting industry’s commitment to building a safe and regulated environment, where games are understood by the public as a form of entertainment, not an investment or source of income.
ANJL believes that Brazil must continue advancing and not reverse any of the progress made so far—focusing on what truly matters: fighting the illegal market.
