The bill also authorizes the operation of any type of lottery provided for by federal law within the municipal territory. Balneário Camboriú is a coastal city in the southern Brazilian state of Santa Catarina.
According to the justification presented, the lottery service will aim to raise funds to support strategic public policies of social interest. Among the areas benefiting will be the Protection of Persons with Disabilities (FMPD), Urban Mobility, Drug Prevention, and the development of the southern region of the municipality.
The proposal was approved with 14 votes in favor and 2 against, and now awaits Mayor Juliana Pavan Von Borstel's signature.
Municipal lottery project
The municipal lottery project stipulates that the proceeds, after prizes are paid, will be divided equally among four city funds: public transportation, inclusion of people with disabilities, development of the Southern region, and drug prevention. Management may be granted to the private sector through a bidding process, authorizing all lottery modalities provided for by federal law and the sale of advertising.
The initiative follows a Supreme Federal Court (STF) ruling that allows states and municipalities to operate lotteries. The "BC Nota Premiada Program" will also be created, encouraging consumers to request a receipt for local purchases, with cash prizes, with rules to be defined within 90 days. Similar programs already exist in other cities in Santa Catarina.
